Multiculturalism was inevitable. It wasn't the result of work by Al Grassby or Whitlam, or for that matter Snedden or any number of people who made spectacular contributions.
Rather, these people made their contributions within a milieu which was heading in one inevitable direction - a pluralist Australia based on a reality of the migrant presence in Australia and on the fact that when governments came to address issues related to ethnicity, they moved consciously and unconsciously in one direction.
