Centre for Immigration and Multicultural Studies, Australian National University, and Chair of the 1986 Review of Migrant and Multicultural Programs and Services, which had proposed an Office of Ethnic Affairs in its report.
The other thing is that I think OMA redefined multiculturalism as being essentially concerned with access and equity. That is, it became a part of the public service reform structure, which tended to start moving it away from its earlier concerns with cultural maintenance, language policy, even community relations - that still has that function.
