The ending of the White Australia policy was not initiated by ethnic groups, because there were no Asians here, or at least there were so few that they were not significant. That was, I think, two factors there. One was the agitation in universities, particularly Melbourne, but the second, more important, was the foreign policy considerations with regard to Asia - that it was a constant embarrassment to our dealings with a new Asian country.
