Few things were being done and few things were prominent in the public area, such as education. But in all other areas there was practically nothing. And not only that, the whole area of labour, the whole area of work - management of cultural diversity - suffered from a political handicap, namely the unfortunate long lasting consequences of the defeat of Grassby in his electorate by racist motivated groups and the fear in the mind of Whitlam and his senior ministers, including Cameron above all, that nothing should be done to make ethnics visible. And that was very unfortunate. Everything came to a standstill in mid 1974 and the whole thing was only revived in 1977 with the appointment of the Ethnic Affairs Council.
